He isn't able to punch Azura and rewrite the drram world?

His 2-A rating comes from being the same stand as TWOH but he hasn't learned how to erase stuff with it, plus he doesn't know the rest of its abilities.
So basically he's just a stand user with a typical 8-C stand that can undo reality warping.

Now now, forcing wins onto someone is bad.
If Azura would lose, so be it.
Azura would die from a single hit from Star Platinum 8C>>>>9A.
If Jotaro goes for the kill, then he will die too by existing in the dream world while it collapses (since Azura is dead), so is an iinconclusive unless you could argue hitting Azura directly triggeers Over Heaven and negates the dream world around him. But if he gets cocky and focuses too much on dealing with the adrift heroes, Azura has time to destroy the world safely and kill Jotarro that way.
So i would say Azura wins 7/10 times by being able to kill Jotaro with the dream world, since he has no method to resist an Area of Effect attack of that level.
If Azura would lose, so be it.
