Thing is, Merlina is actually just a common being of the World of Camelot that underwent her "Dark Queen" transformation via drawing power from the Scabbard of Excalibur. It isn't stated anywhere that she created the World of Camelot (where does that even come from?). Her best feats include warping a kingdom and stomping Base Sonic, so she should be

"At least Multi-Continent level (Easily beat back and defeated Sonic the Hedgehog, snapping Caliburn apart in the process"

Excalibur Sonic's Tier would change to:

"At least Multi-Continent level (Defeated the Black Queen, who easily overwhelmed his base form)
 
I feel like it's the opposite actually,"This story & the world it created will come to an end. Is that what you wish?" sounds just like Alf layla Wa-layla. I always thought Dark Queen/Excalibur Sonic were on par with Secret Rings top tiers since they're both storybook games with similar endings.
 
Assuming this is accepted I'd suggest lumping Excalibur Sonic under the High 6-A key (Since it's just another High 6-A form with no notable change of abilities):

Adventure, Modern, Werehog, and Excalibur Sonic
