Hmm... i guess that Luffy has advantage on AP here since he is able to one-shot 7-B enemy. Luffy should also has advantage on cqc. And Tsuna also not having access to the two greatest attacks in his arsenal severely cripples him here.

But, even that, I still think that Tsuna should win this.

This version of Luffy still can't fly, so Tsuna still has flight advantage. When the opponent is stronger than him, Tsuna can simply fly away, and come up with a strategy. Luffy can reach his attacks to Tsuma with his gomu gomu, But since Tsuna hold arsenal on fighting on sky. He should be able to react and counter them.

Tsuna also has adantage with Zero Point Breakthrough: First Edition. Which Tsuna can use to freeze Luffy. Especially when Luffy try to attack Tsuna on sky, he should be able to react and touch some part of Luffy and use it. Freezing an entire body isn't instant, but it's still quick enough for his enemies that Tsuna used to fight before to not react.

Tsuna can also use his defensive cloak to defense against Luffy attack. And also has pertification with his box weapon. So he can also simply petrified Luffy here.

So, vote for Tsuna here.

Well, just ignore about cloak part, still voting Tsuna via other left reasons.
 
If Luffy can one shot Tsuna, seeing as how they're both close ranged combatants with Tsuna having his long ranged moves restricted, I don't see how this is fair. Without X-Burner, it seems like a stomp for Luffy. With X-Burner, it seems like a stomp for Tsuna.

However, I will wait for further input to see other opinions on this.

Also, while the cloak is part of Cambio forma, I don't see an issue with him having that here. Choice arc Tsuna cannot use Big Bang Axel, which is a 7-A attack. The cloak provides 7-A defense, as well as some form of power nullification through the sky's harmony attribute.
 
lol got money on Tsuna. He still hax enough to defeat Luffy. Unlike Luffy, Tsuna is always calm but can use his anger to do things he cant normally do. He also has the range. He can also use burnin axel. He can also use luffy's fire as his own source of energy or he can just use his own flames and freeze Luffy forever. I gotta go with Tsuna
 
So this is 7-B versions right?

Going with Luffy

He could use COC to knock out Natsu and Gear Second to counter Tsuna's flight with his speed allowing him to dodge Tsuna's attacks. Meanwhile Luffy has the strength advantage via Gear Third which can casually one shot or nearly incap 7-B's crippling them, but combined with COA Tsuna would be knocked out by the sheer force of the attack. Tsuna's Gravity Manipulation would not really effect Luffy seeing that he managed to handle Fujitora's (Who is much stronger by the virtue of dragging meteors into orbit) but his ice may be tricky but Luffy's COB combined with his speed can overcome it.
 
No, I didn't vote, as I believe it's a stomp in either direction. Luffy can one shot with cambio forma restricted if what Xanxus says is true. And Tsuna can one shot with cambio forma enabled.

Also, Astral's vote shouldn't count due to him using cambio forma as an argument, even though it's banned here. And neglects that Luffy has the range advantage here, as X-Burner is restricted.

Can Luffy only one shot with Gear 3? Also, it'll be nearly impossible to knock out Natsu, as Tsuna typically puts him back once he uses him, whether it be for a roar, cloak, or gauntlet. This version of Tsuna also doesn't have gravity manipulation, and I don't believe this version of Luffy has faced Fujitora (correct me if I'm wrong) and even still, he certainly doesn't have resistance to gravity manipulation from having faced Fujitora. He was rendered relatively immobile same as everyone else caught. Not to mention that Luffy missing an attack could potentially result in Tsuna freezing him, in particular since his hyper intuition would likely give him inside on ice being a potential weakness for his opponent. While he may not know that Luffy is made of rubber, he'd likely quickly deduce that ice is a solid counter to elasticity.

First of all Luffy doesn't spam Red Hawk in-character so no, he isn't replenishing Tsuna's energy during all the fight.

Tsuna can nearly outhax Luffy IMO but the Battle Setting puts Luffy likely the victor. He can one-shot people in Tsuna's tier so the latter won't be getting any different result. Still Tsuna can freeze Luffy. IDK the gap between Kenbunshoku and Hyper Intuition since I dropped KHR long time ago but this Luffy showed Kenbunshoku against Hody who was using physical attacks and tiny water projectiles.

Yeah, Flight is a thing to consider but Luffy's longer range close it.

If i'm forgetting something please let me know.

Something i noted in Tsuna's profile is that he defeated both Naruto and Ichigo. Will Luffy stop this or the HST'll be defeated by the 10th?
 
Luffy has precog for Zero Point Breakthrough and if he hits Tsuna once then it may be over for Tsuna. Voting for Luffy. Also, apparently Cambio form and X Burner is restricted, which makes it worse.
 
I still don't see how this isn't a stomp in either direction. Tsuna can't even use his ultimate defensive option, that being the cloak, to potentially prevent a one shot. I don't see how this is fair in either direction, as I've stated above.

And it shouldn't be possible to knock out Natsu if he can't knock out Tsuna, since Natsu's own personality and mental state reflects Tsuna's.

If Luffy attempts to reach for Tsuna he runs the risk of getting ZPB'd and both have Precog via Hyper Intuition and Kenbunshoku
 
Luffy have the advantage of AP and range. Tsuna have the advantage of versatility and mobility.

If Luffy used many ranged attacks, Tsuna would resort to Zero Point Breaktrhough, which would give him a momentary advantage.

Despite using little, Tsuna already have access to harmony in this version, which could give a victory almost instantaneous.

Other than that, Tsuna's precog should be the same as Luffy's, so neither should have the edge in this regard.

Luffy has experienced Precog from Enel with his fighting style. Does that count to counter Tsuna's Precog?
 
I doubt that Tsuna's precog would be fooled by something like ricocheted punches, so luffy may have experience, but I doubt he can do anything.

Fishman Island Saga Luffy fought with Hody in the water when the former was in a bubble restricting his moves and the latter was in the idoneal battleground for him. In water Fishman got an amp in speed and the possibility of attack from 360┬║ and his opponent was a DFU and still the latter defeated the former. Luffy didn't defeat Hody in the water but he kept up and harmed Hody very badly. Luffy kept up with someone with higher speed and a better movement area than Tsuna's true flight. Sure, he can fly away and spam from the distance but Luffy has a higher range.

Besides, it wasn't speed amps accepted in speed equalized versus? Gear 2nd gives Luffy a well speed amp that can help him in the battle.
