Gorillaz upgrade to 9-A

So this is the storyboard for a music video that was planned but cancelled. In this video around 2:01, Murdoc dives into Plastic Beach's studio from the roof. He hurls himself into a room that a bomb is dropped into from a plane. It explodes, filling the entire area and blowing out the windows.

So I was wondering if the verse should be upgraded to Room level or Small Building level with this feat. Or if it shouldn't count because it's only a storyboard and not a fully animated video?

I am uncertain. Tanking a small part of a Small Building level explosion does not give as high results as tanking it point blank.
