Zero2 "should" be stronger, by some unknown amount, but his regen is lesser, it might also not be stronger and/or had some issues in durability due to appearing to be put together with scotch tape, based on his regen being lesser. 0 also has 2 forms and seems to have more mobility, which can allow him to dodge attacks better and land his better, so Zero2 gets divided by 0.
