IIRC, isn't she supposed to be in charge of the entire Neitherworld, which is even larger than Hell, mind you, just by the virtue of her power? Wouldn't that would put her range in at least a fraction of what she managed?
Well, that would only indicate the range in which she sense thing though. Need to find more evident for whether or not she could control the spirits at that range.
Speaking of which, how large is hell again? Need some number for the practically Goddess of the Underworld here.

This is a story of twenty or thirty years ago.
The number of spirits in the Netherworld increased due to limits on ascension
Gradually, the already-vast Netherworld was becoming overcrowded, so she allowed them to inhabit various places in the world of the living as they were waiting to reincarnate.
The places she chose included closed schools and hospitals, abandoned buildings, and places people don't usually visit, but some curious person on the outside caught sight of one of the ghosts, so people started flocking to these places (*6).
Eventually, the Yama became aware of this plan and decreed that ghosts shouldn't be seen, so it was put to rest.
Finally, the Yama increased the size of the Netherworld, thereby removing the necessity for the emigration plan.
It's said that the Netherworld today is larger than Hell.
It's also mean that she could control and manage a ridiculously huge amount of spirits as the same time, to then be able to send them in various place (probably various world). It could be a direct evident for her range too, as she need to relocating them fast, and there's only so many spirit cramming into a place.
P.S: I wonder who does expand the place so easily though...
