"At least" ratings won't usually tell you how far into the tier you are. You could get an at least rating just for stomping a baseline or in Yoko's case, Low 2-C is a lowball as her high end is High 1-C.
Kyoko doesn't just EE, but if she used that, Goku would just get erased. Any hax in DB has the weakness of "It can't affect something stronger than the user". Thats a basic thing in the verse. he didn't resist, the in-verse "law" (not really a law, but a common thing that always happens) that let him resist EE from weaker characters such as Sidra.
Can we for the last ******* time stop perpetuating the "Hax doesn't work on stronger characters" BS for Dragon Ball? It's the other way around; the more Ki a character has, the more resistant they are to hax in general. Unless you're telling me that Genetic Haxes (Time Skip), Flat out Magic (Babidi and Buu), and technology all somehow have the same weakness?
And even then, we flat out don't accept such a concept on this site. It's "They resisted EE, therefore they have EE Resistance". VsBattle Wiki has never accepted "Only works on weaker opponents" nor "More Ki = More Resistance" things ever.
