Not all changes in history get corrected, that's a plot point. "Lore" doesn't debunk anything, and the 2-A statement is pretty clear.

Also, Xeno goku should scale to 18 universes and not 12. Each new timeline in DB has 18 universes.

You don't get it don't you? A brand new timeline has 18 universes+zeno palace+WoV and Angel realm. Just because zeno erased 6 universes in the main timeline does not mean that new timelines made by toki toki will only have 12 universes too. Each new timeline created will have 18 universes by default plus other stuff mentioned above.

That has never been how that works.
Toki Toki's creation feat is 2-B, and the stuff that everybody else (such as Xeno Goku) is 2-C, because Toki Toki alone was purported to be capable of destroying all twelve universes.

That is exactly how it works. Each timeline originally has 18 universes.
Sounds pretty vague to me. How do you know that toki toki can destroy all the universes in a timeline in one shot?
And I heard somewhere that toki toki's egg is 2-C, since it hatches into a new timeline=18 universes.
And didn't demigra ate toki toki and absorbed his powers? Wouldn't that make him 2-B too?
And is Xenoku getting a separate UMX key? I was told that the scaling was different for that arc.

It is in gray area, but again we don't even know when thise 6 universes got destroyed, it could be million of years before Goku or the series story era. Thus we use the lowest estimate for "safety" which is scale to 12 universes.

Toki Toki created the Multiverses and all the timeline, so at least the Bird have 2-B Creation feat. So Demigra who absorbed him can have possibly 2-B creation rating
