Would controlling the concept of a power would also allow you to use that power?

It can go either way in my opinion, like if you controll the concept of fire then that should also mean that you can control fire that's pretty simple but controlling the concept of resistance to plot manipulation shouldn't inherently mean that the character is also resistant to plot manipulation 'cause they just control it, it doesn't necessarily apply on them unless the character in question make it that way so it just depends upon the narrative in cases like this.
 
It's not a default assumption but honestly, it's extremely rare for a character to be unable to or have never showcased that power to start with.
 
the ability to control a concept could indeed grant the wielder the power associated with that concept. so if you controlled the concept of resisting plot manipulation, then yes, you might indeed become immune to such manipulation.
