That's the thing though, I don't think they actually gave a reason for the Solar System tiering. For the speed they said something along the lines of Magic coming from natural sources, making Magic MFTL.
 
There's a guy on youtube Trying to argue that Jiren is 5D and that Infinite Zamasu and Zen'o are sixth dimensional beings;

Yeah, Raizen is more like Small Star level in his weakened state and Small Stat level+ in his prime. His PL is 1,332,000 in weakened state; which is between 1,060,000 and 2,120,000. PL's if Frieza's 2nd and 3rd forms. In his Prime, his PL is over 24,000,000; would stomp 3rd form and be equal to Final Form's 20%. XD

(Obviously I'm joking here)

Now Venom? He went toe-to-toe with Juggernaut so that's easily High 1-A.

Infinite Zamasu can beat any being because he directly takes control over the very laws of the universe, and can theoretically just poof the enemy out of existence. Easy as pie.
