On the profile that is put under "Street level", but cattle are "Wall level".

What is the reasoning against them being Wall?

Because they just don't generate that much energy? Wolves have sharp teeth and tend to work in packs. You don't need to be 9-B to harm a 9-B.

Wolves love to operate in groups on hunting cattles and pigs, and they tend to hunt on mainly calves and piglets, which are weaker than adult cattle and boars.

Wolves are reaaaaaal close to Wall level tho. Their dura description is flat-out Wall level no matter how you look at it. And as Qawsedf said, you don't need to be 9-B to harm a 9-B. Composite Human and Agent 47 are clear examples of this.
