Why is TOAA tier 0 ?

this comic makes references to HOTU a supposed fraction of AAO's power and even provided a "fragmentary gimps of AAO's powers, perceptions and motivations"

But the HOTU was limited. It could not cure the "astral cancer" of the universe without being exhausted.....so it's clearly a limited source of power.

Thanos offers AAO a universe that s/he has not experienced before. And AAO agrees to it and admits:

This proves that there is at least 1 world that AAO has not experienced before

In my opinion, "Beyond all time and spaces" sounds too vague for "At least 1-A" but eh.

What you showed doesn't disprove TOAA's 1-A rating. As 1-A =/= Omnipotent and Omniscient. He could be 1-A without being either of those thing.

I know but it still doesn't prove that he is completely omniscient since there is atleast 1 world that TOAA hasn't experienced before............

There is no pre retcon The One Above All. The Secret wars didn't retcon anything like DC retconned with flashpoint new 52

An entity's name has no bearing on its ranking and tier 1-0 are above their multiverses by default.

The Omniverse was retconned to something far less than prior recently and thus The One Above All who created it was altered as well.

Well, the Beyonders were killed and I have no clue as to what happened to Post Retcon beyonder. They only affected 4 dimensional objects anyway, not including pre retcon Beyonder.

Nah. The TOAA comes from another, newer storyline unrelated to HOTU. Also, timelines are irrelevant to TOAA so there is not such thing as a "non-canon TOAA"
