Why is TOAA tier 1-A/Low 1-A?

Isn't TOAA being a representation of ALL Writers and ALL Editors in Marvel?, i mean, we can debate about this, because was used NON Canon comics to scale him, and even Eternity (Earth-TRN781) was used to scale him.
 
In Al Ewing's latest Defenders comic book, the nature of the OAA was explicitly left ambiguous in this regard, and Twitter statements are not officially endorsed in-story statements.

Seriously, there are more evidences that TOAA is ALL Writers and ALL Editors in Marvel than The Writer in DC is actually a Writer, what evidences do you want more?
 
I am afraid that I am too overworked to read a massive number of scans, and it is not solely up to me to decide anyway.
 
Well, it is hard to constantly do massive amounts edit-patrolling and maintenance work in our wiki and responding to many discussions in this forum every day at least, especially if I do not get sufficient amounts of free time to exercise and get rid of my stress levels that way.
