why is the future warrior not low 2-C?

Demigra's 2-C stats are not usable in combat.

He can only do it with prep time.

No. Even then, he needed time.

I'm pretty sure Demigra was at his 2-C in the fight. Plus the future warrior beats him without help and CAN beat him without taking damage meaning he's pretty much strictly more powerful than Demigra. I believe he should be 2-C.

I strongly doubt it, but will ask Azathoth about this.

Wait. I was just saying that recreating a timeline is low 2-C. Demigra destroying timelines through prep was 2-C, but the feat you mentioned 3 posts ago wasn't.

ok so shouldn't they be scaled too that? low 2-C?

Demigra could likely be argued to be between 3-A and Low 2-C, which I don't really have an opinion on.

If it was mentioned that his regular 2-C stats are not combat usable, that is correct. They required prep, were negated by Tokitoki (even after it was absorbed), and when the Future Warrior was sent back in time to right before Demigra trapped them in order to dodge the attack, Demigra was forced to flee since the process could be interrupted.

No, I mean he is only full on 2-C when he has Tokitoki and prep time, but the argument can be made for him being Low 2-C instead of 3-A after absorbing Tokitoki and with no prep time, but I'm currently not sure where I stand on that.
