Why is Shinki still 4-B to Low 2-C?

Wasn't it agreed upon that Shinki, along with most, if not everyone in PC-98, would scale to her? As in, 4-A, which was most agreed upon in this thread

If no one's going to object, may Shinki be unlocked at least?
