Why is Raditz weaker than movie Garlic Jr.?

According to their wiki page in this website, Garlic Jr. was stated to be large planet level, even though he openly admitted child Gohan is stronger than him, and Garlic Jr. was getting his ass whopped by Goku and Piccolo Jr. without their weight cloth. Yet the same Gohan who defeated Garlic Jr. with a headbutt, headbutted Raditz, and Raditz barely felt a thing other than his own armor cracking. Unlike Garlic Jr. who was getting his ass whooped by Goku and Piccolo Jr., Raditz made an easy work out of those two.
