Why doesn't Dagon achieved Tier 7-A for forming an Island via His Domain Expansion?

In depths of 'Power scaling' Videos within YouTube had a lot of 'self-assumed' Tier or Level. Such as most Users/Channels assumed; Dagon's Domain Expansion position at Island Level, as this Feat support the Attack Potency of It.

As Other Characters overwhelmed Dagon in Attack Potency. Conclude of Them positioning at Island Level.

I remember a couple years back that JJK was pretty regularly hitting 7-A, which I imagine was related to space creation within domains, but I don't remember too well since I wasn't knowledgeable at all on it back then. I'd suggest going through previous JJK downgrade threads and seeing if the sorta thing was ever addressed
