Why are the new Dragon Ball characters in such a low tier?

Super Saiyan God Goku was given Tier 3C and multi Galaxy level.

Super Saiyan Goku was said to be as strong as Super Saiyan God.

Characters like Magetta and SSJ Cabba were roughly of the same level as SSJ Goku/Vegeta.

Black was said to be superior to SSJ3 Goku. Goku had to use SSJ2 against Zamasu.

All of these characters are almost as strong or stronger than Super Saiyan God.....yet they are given a Tier of 4B. Why?

Wrong board. Moved it for ya. Anyway, this has been asked many times. Main reasons are Cabba and Frieza. A new super saiyan being on the level of an SSJG would be fallacious, as Goku when he was first super saiyan was barely above Frieza at first. Secondly, Frieza would've obliterated everyone, like, there wouldn't be a corpse, if he was on the level of Base Goku and Baseku was on the level of a SSJG. So basically, the Saiyan Beyond God is well...not possible by showings.

There are serious inconsistencies with this, including that Piccolo was almost able to match Frost, and base Gohan was able to match Piccolo. All that we can reliably scale them from is that base Vegeta was shown as considerably stronger than SS3 Gotenks.

Cabba was as strong as a SSJG as a Super Saiyan simply because the plot called for it. He was already stronger than SSJ3 Gotenks is in Base so what's the problem?

Also the newest episode has Super Saiyan at still making Goku dozens of times sstronge. If Super Saiyan is equal to Super Saiyan God as we were told then Base Goku is dozens of times weaker as is Frieza.

The alternative would be to upgrade lots of characters, including Piccolo and Gohan, to multi-galaxy level. Regrettably, like many other fictional franchises, Dragon Ball does not at all make sense in terms of power scaling, given the astronomical differences between 4-B and 3-B.
