What's the tier for this feat?

Depends entirely on how big the tunnel is and how fast exactly.
 
Define average? And Define MHS speeds.

At that point it being a tunnel throygh the moon really doesnt matter, it's more of a how much material can one destroy per second or a KE calc. If you have an actual example I can eyeball it and give you a rough estimate, maybe do a rough calc.

Tunnel is 16ft and at lighting speed.

Ok thank you and to be honest I asked this question because I found one of the special moves in the injustice video game cool and wondered what tier it'll be.
 
So high 7-C-high 7-A. Could be higher though depending on the actual speed or characters KE.

Also if done in one motion, do you mean doing it without stopping?
 
No I mean like done with one attack, one punch, one move, etc Although if the feat was done via a jump it'd probably count because that one jump could propel them through all that mass at one go.

If it's done through tunneling, I think we only use how much material is destroyed per second, so the first two results, I just took lightning speed (mach 1200+) and assumed the material destroyed per second was the amount lightning would move in one second plus the 16 feet diameter.

Sorry, one more question, if it's going through the moon at lighting speed how long will it take to get to the other side?

We don't use time as a variable when making destruction calcs btw

If its a single attack, then the result will be based on the volume ultimately destroyed and if its over time, then destruction will typically be inapplicable. The results don't become higher or lower depending on the time taken
