Whats the strongest Pokemon a Grizzly Bear could take down?

There's too many Pokemon to count, so I'd say for moveset restrictions, Pokemon that do not have access to one of Earthquake/Magnitude, Surf (large-scale waves), Flamethrower (or stronger flame moves), Rock Break, Strength (with weights well beyond a few tons), lethal electric moves, legendary-tier movesets, or basically moves that could deal grenade-level damage or pierce harder than a fast bullet. Just about most moves with a power of 110 or higher seems to be quite lethal, with few exceptions like Sky Attack and fighting moves depending on the user.

It's arguable that just about all second evolution Pokemon with exception of the cocoon Pokemon can disable a human, so I'd say a third evolution flying/bug Pokemon be at peak.
 
Kind of hard to answer this without answering with the name of a Pokemon that has zero feats.

Heck, even Magikarp might beat the bear.
