Tbh, no non-tier 0 TES character has tier 0 anything because all they can do at most is affect the dream or separate themselves from it, but can't actually affect the dreamer.
 
Pelinal being a robot is a meme. He is a Divine Spirit incarnated into a physical constructed created by the Gods.

That was him percieving the future, which would g et him to use madness pretty early.

He is always mad anyways.
 
I tought Emprah's erase was High 1-B, also didnt Matt mention that emprah doesnt use 1-A erasure that often and Pelinal kinda does?
