Well, Naruto's AP goes like this:
BSM Naruto >> Kurama Mode Naruto >> 64.5 gigatons.
So Hela has a pretty hefty AP advantage, given that she heavily upscales 163 GTs.
Naruto's advantage comes in the form of his abilities.
He can greatly enhance his speed with Shunshin.
He has great sensory capabilities thanks to Sage Mode's danger sense, clairvoyance, life/chakra/threat sensing, and Enhanced Senses. He also has Kurama's Negative Emotions sensing on top of that as an extra layer of danger sensing. So he'll be extremely hard to tag or catch off-guard. He'll also be able to sense and predict her attacks at all times.
He has regeneration potent enough to instantly heal a big hole in his chest that obliterated his heart and lung.
He can also produce giant chakra constructs like Kurama heads, arms, and tails to act as forcefields or enhance his attack power/range.
Of course, there's also his various Rasengans of varying sizes, as well as his Bijū bombs (yes, he can produce those without the avatar, and can even charge them up).
Now, Naruto's main win conditions in my opinion are his Shadow clones, unpredictability/creativity in combat, and Rasenshurikens.
He can create up to thousands of clones to overwhelm opponents, confuse his enemies, use them as canon fodder to avoid getting damaged/create openings for attacks, etc. He can also combine his clones in clever ways with the substitution and transformation Jutsu in order to catch opponents off-guard and/or avoid damage.
And of course, his Rasenshuriken is just a spammable AOE dura neg attack, so that's probably his main way of finishing this given the AP/dura difference here. Of course, a big Bijū bomb could get the job done, but a FRS feels easier to pull off and more reliable.
