Wally via speed steal and superior speed. That's the only way he could win. Otherwise Surfer has almost every general hax you could think of

Surfer. He doesn't need to move to kill Wally and Wally has no put him down whatsoever.
He cannot kill him with passing since Surfer doesn't have organs, he cannot bfr him since Surfer can cross dimensions last I checked, and he'd break his fists before he hurt Surfer.
Wallys only edge is speed. Surfer is far superior in every other catagory.

Surfer has Kinetic Energy. Wally takes that from him, and then follows up with a BFR

Here's the thing. Surfer can kill him with nothing but a thought without kinetic force, escape via cross dimensional teleportation, etc.

Surfer's not getting that chance. Ever. I don't think he can do cross dimensional travel without moving. Not to mention time travel.
