Not really anything Garou can do. Even if Surfer was to hold back and go easy, eventually he'd just notice Garou being portal spamming and beating him up and then use one of his hax.

I guess my only question would be about the resurrection. Garou does have enough of an AP advantage to one-shot him, around 10.639x, however, if he can just resurrect or heal himself then it probably doesn't even matter lol.
