Yeah, you can't restrict transformations if there are have the tier as key in vs battle which is the case for this Goku's. The match won't get added.

One: This thread is old as sin.

Two: OP clearly states that Nono has access to Diebuster Mode, which is 4-B, while Android 18's highest AP level is High 4-C. So even in the best circumstances, this is still an AP stomp in Nono's favor.
