Luffy arrives in New York, due to Zoro's bad directions. He sees a big robot seemingly accidentally causing destruction around the city. He starts to approach the robot. The robot turns and notices Luffy. They have an intense stare down, neither one breaking gaze. Shinji looks up, and notices a man who's manga is long past it's due date to be over.

Eva Unit-01 vs Wano County Luffy. Luffy and Unit-01 both start in base. Unit-01 can go berserk. Speed Equalized. SBA otherwise.

The King Kong Gun and Tank-Man: Full Version may have the potential to get through it. I'm not sure how powerful they are though, or the force needed to break an AT Field.
 
Luffy's 3 Gigatons with Boundman regular strikes so if the AT Shield is 1.92 GT tough he'll break it no matter what.

It doesn't matter much, considering Luffy can just see what the EVA is going to do via Future Sight and dodge. Size advantage matters little to Luffy who has a fair amount of agility and speed amps via Gear 2nd and 4th forms to just blitz the EVA, punch it in the face or just outlast it during the 5 minutes it can last.
 
Hmmm, not seeing Speed Equalization so Luffy speed blitzed from what I see. I assuming he starts out using Gear Third, once he realized his attacks aren't really doing much damage to Shinji with AT shield, he transform into Gear Fourth: Bound Man and easily trash him badly

Shinji can't react due to Luffy speed blitzing and precognition. Luffy could easily go for the King Kong Gun and ends the fight in a singular blow.

Where is the AP stat for Shinji, is it from the link that Ionliosite posted above, because 1.92 GT is not Large Mountain Level+, just regular High 7-A and G4 Luffy scales above it.
 
Odd match as not sure if Luffy can take down something several magnitude his size or the mecha can hit something so small. What mountain busting feats does Luffy have?
 
I'm not sure I get your question. Are you asking for his AP? Luffy scales above 800 Megatons in Gear 2nd, 1 Gigaton in Gear 3rd (just to make things simple) and 3 Gigatons in Gear 4th, with his strongest attacks being fairly higher than that, potentially one-shoting characters similarly powerful.
 
Well, even with speed equalized, Luffy-taro still wins. Since they starts out in Base, which is 7-A+, Luffy-taro would soon realized that his attacks aren't effective against Shinji so he use Gear Third and test his luck against Shinji but it probably won't do much with Shinji's AT shield. It would eventually force Luffy-taro to transform into Gear Fourth. Gear Fourth has speed amps so Luffy would be faster than Shinji. Combines that with his Precognition, and Shinji won't be landing much blows on Luffy-taro any time soon.

If we going with Luffy-taro transforming into Gear Fourth Snakeman, then he will speed blitz even more, since his attack speed increase dramatically the more it miss and stretch, so Shinji would be assaulted by barrage of punches.

And again, where is the calc for Shinji's High 7-A+ AP and durability because if the link above is correct, then it is not High 7-A+ and Luffy-taro is scaling way above it.

So, I vote for Luffy-taro
