If you get a valid count of say 7-4 (which would start grace) and then another person comes in and votes and the count is 7-5, grace is invalided and starts over once a majority has been reached.

No. The grace period/timer only starts/keeps going as long as there is a majority vote. IE, there's clear winner. The grace period is meant to allow any last minute arguments or votes. Giving people time to respond to the debate and/or change the outcome.
