Where in the rules does it say that?

Where it talks about what's needed for a valid vote tally. There has to be a majority to reach grace and if the character maintains that majority for 24 hours, debate's over. If it become invalidated then we're back to debating. That's been the operational procedure since I've been a member.

Nowhere in the rules does it state that once grace starts it doesn't stop. I've literally never seen this.

You are right but probably the thing is that if there are like 7 graces, just add it to inconclusive for the rule of:
