Hey guys, I think that Chara is really getting downplayed here. Chara became a metaphysical concept, the concept of levelling up, which is a concept that is in almost every RPG, rendering Chara the only character in fiction that could travel through the Omniverse. She even manipulated and overpowered the player himself, who already is above omnipotence. So I think that Chara should be a Tier 0, or maybe even get her own Tier.
Edit: There should also be a new Speed called Omniverse speed that only Chara has.
