Uatu the Watcher's Durability & Celestial 's AP

So Uatu's durability says multi galaxy level because it took the celestials thousands of years to gather enough energy to kill prime watcher but they where likely stronger then him. It says on the average celestials are low 2-C in AP but if that's the case why is his durability lower then their Ap. Now I know it says they where most likely stronger then him but that's after gathering all that energy so wouldn't that mean the average Celestial is 3-B or lower I'm really confused shouldn't there be a Celestial tier before they absorbed all that energy?.

We should probably remove the mention about the Celestials. The Watcher is officially supposed to be on the same level as Odin, and the Celestials were not shown as anywhere near their full power in that story. In fact, the Invisible Woman was able to kill one of the most powerful among them.
