This is tricky. Cozy would logically be more powerful due to her alicorn form being above Pinkie's base stats, and her giant form being a combination of that state and Discord's magic, while Pinkie's giant form is just her having absorbed Discord's magic. However, while Cozy has more power, Pinkie seems to have better control over Discord's magic, given that nothing went wrong for her during the very brief period she was in that state, while Cozy was begging for the powers to be taken back. This would be a battle of "weak but skilled" vs "unskilled but strong". This being said, given how Pinkie seemed to be enjoying having chaos magic while it was the opposite with Cozy Glow, I'd say Pinkie takes this via skill.

we should also remember that Pinkie pie had the power of 4 Alicorns + her own (Celestia + Luna + Discord (being 2) So it's pretty much 3 Alicorns vs 4 Alicorns, Pinkie pie should have an advantage in pretty much everything here...
