It's Konohamaru 7-C for being undamaged by a 7-C attack and stomping a 7-C?

He managed to one shot him with a rasengan, otherwise he is more or less comparable to Jugo.

well, firstly Konohamaru has the AP advantage of nearly 3 times, while twisted fate is on the higher end of the Low 7-C AP.
However TF has the hax advantage, mixed with his supernatural luck, he can seal off konohamaru's abilities long enough to keep him atbay with throwing cards and constantly damage him with the curse until he is dead. TF also has teleportation to help with his kiting around.
Thus I vote TF mid-diff, mostly due to the seal fate card and his stun card too.
Edit: 3 times advantage not 4.
