In Chapter 246, Yuuki reveals a new power called Primitive Magic, stated to be the source of all magic:

"《Additionally, I've confirmed that Yuuki's words harbored some kind of power. This is probably the Primitive Magic, "Power of Words". I presume that Thought Guidance might have evolved.》

What? "Power of Words"――you said!?
I asked Ciel-san for more details, any kind of Primitive Magic was placed on a higher rank than the magic used by Demons. She said that it was the source of all magic."

However, despite this, he was certain Rimuru wouldn't be beaten by it:

"However, unfortunately, Yuuki concluded that this Primitive Magic couldn't defeat Rimuru.
Naturally, there was a very deep and calculated reason for why Yuuki used Primitive Magic despite it not being able to deal the decisive blow.

Yuuki judged that Rimuru had a habit of constantly observing his opponent's attacks. It probably was a sign of his confidence that he could deal with any kind of attacks, but there was more than that. Yuuki thought that came from Rimuru's innate naivety as he wished to find out his enemy's true intentions and whether they could reach a mutual understanding or not."

"If he used Primitive Magic in this stopped time, Rimuru would very likely start to analyze his actions.
Although Primitive Magic was Yuuki's trump card, he couldn't beat Rimuru with it.
"

Keeping in mind, Primitive Magic>Ultimate Skills, and can effect Ultimate Skill Users and pierce their defenses. It also effects the soul:

"However, its characteristic wasn't manipulating physical phenomenon, but the power to affect the soul.
While it had no effect on physical matters, its effect was tremendous inside the spiritual world.

In other words, it was a terrifying magic that could exert its effect while invalidating defensive barriers. I was surprised that it could even affect strong people who had awakened an Ultimate Skill."

Despite this, Rimuru is able to nullify, and copy it:

"As Yuuki had expected, no, even faster than expected, Rimuru seemed to have completed the analysis of the Primitive Magic.
The primordial flames that Yuuki had invoked without chanting were frozen by Rimuru just now.

Yuuki's Will was offset by the conflict between fire and ice.
Yuuki thought that he had no choice but to smile wryly about this.
One of his trump cards was nullified so quickly, even though time was stopped."

This should be Resistance Negation for PM (Yuuki, Ramiris, Rimuru) users, being able to effect US Users, which are resistant to every other skill not on the level of an US. This should also be Resistance to Resistance Negation for Rimuru, who was able to survive this.

It's really not, it's just an ability higher than what they can resist.

None of what you posted mentions negating resistances, just that primitive magic>other magic, though primitve magic does invalidate defense barriers but that's cause it affects the soul.

Rimuru, who only had an US at the time, was able to stay alive long enough to copy, and nullify it. And Primitive Magic>US. I'm certain that's a resistance.

Well obviously Rimuru's soul resistance is higher than ppl with ultimate skills, Primitive Magic by itself though isn't resistance negation, just a higher form of soul hax, well not really soul hax, at it's base it's reality warping but whatever.

Primitive magic>Rimuru's soul hax which works on like 750,000 ppl. Pseudo Dragon Rimuru's soul hax resistance>750,000 ppl.

Actually it's

Rimuru's Soul hax resistance after reactive evolution>Primitive magic>Rimuru's soul hax which works on like 750,000 ppl. Pseudo Dragon Rimuru's soul hax resistance>750,000 ppl

isn't it?

Also Primitive magic should have something like Reality Warping/Time Manipulation/Law Manipulation or something along those lines attached to it for being usable within Time Stop that normally restricts magic, shouldn't it?

Primitive magic is already considered reality warping, with it you can create phenomena by merely thinking of them, it's not just soul hax, it can be anything you want if you think about it, ie time stop, fire, ice, soul hax etc.

It's never stated to negate resistances, it's literally just a stronger ability than ultimate skills.

Where is it ever said to bypass resistances? Just cause Rimuru can resist soul hax to a ridiculous degree doesn't mean no soul hax will work on him, you don't have to bypass his resistance, just have a stronger ability than he can resist, which is exactly what primitive magic is.
