This is a tough one, but I'm going to go with Raiden with high difficulty.

As much as I want to say Raiden, I have to point out that Travis' reactions match up pretty well against Raiden's speed. The Beam Katana, furthermore, doesn't exactly have particles for Raiden's sword to cut, but the opposite is true. Can the lightsaber cut through his metal body? Maybe. Can it cut through his sword? maybe.

this is a stomp match win goes to raiden if through some means travis can keep up with his speeed and reactions and manage to injure him ripper mode which bacicly makes raiden op will eather let him over power travis or easily beat him through blade mode sure travis is fast and strong but he cant keep up with raiden in all ways ecept maybe speed, intellegence and reaction timing but once jack enters ripper than travis is outclassed almost completely

Wait, are we using 8-A Raiden? If so, then he shouldn't have Ripper or Blade mode.

If Raiden is able to use his Ripper Mode, their speeds may equalize. Still, couldn't Raiden just slow down time and hack away at Travis in places he wouldn't be able to defend?

well the beam katana is based off of the lightsaber and the lightsaber uses plasma so does raidens sword i believe
