Well, if he has any particular statements or feats with him actually performing exceptional hand to hand combat, then he should

Spanish and Demon show it. Don't see why that would make normal Buzz incapable. Iirc he likely shows some feats in the new film, as well as his introduction scene in the 1st film when he first "flies"

First, when he flies, he had his eyes closed and his "flying" was completely unintentional. He thought he was actually flying, but he was just bumping into stuff.
Second, no, unfortunately, Buzz doesn't do much in the last movie. Iirc the most he ever does is sneak into an old lady's shop.
And third, we already discussed why Buzz shouldn't have Martial arts, and acrobatics is likely the same story.

next issue is intelligence.
I would say something like "Varies from Average to Below Average" would be appropiate. in the last movie they really dumbed Buzz down, and even in the second film, he struggled to say "Smores".

Intelligence: Varies from Average to Below average (Although he has had random spurts of intelligence before, Buzz has trouble pronounciating words, such as "Smores". Woody had to explain to him what conciousness was, and even then he misunderstood the concept, believing that the noises his button's made were his thoughts).
