He would need to beat first the rest of characters in the non smurf list. Also, while certain spots can be share with speed equal, that is only in the case that a character defeat the lower spots in speed equal, this is the reason of why the top places of the list aren't just filled with infinite/immesurable speed characters or such.

The D&D characters in question aren't in this list though, and if you arguing for him to be added then it would be needed to also add Henry.

9-B doesn't have any characters from SCP, I'm also wondering what characters in the 9-B placement can deal with omnipresent passives
