I'm going for Edo Hokage, his Regenerationn is pretty high and he's a solid city level with a possible higher rating. Turning his body into explosive tags, better water manipulation, he can create water.

Due to his high Regenerationn, teleportation, swords skills, and the ability to suicide bomb without worry, Tobirama has this fight down.

Korra still is only just city level with energy bending while Tobirama is city level and possible higher.

Still has swords skills to use, teleportation like Minato. He can dodge many of her attacks with his Hiraishin which he can place anywhere he touches, if he can get one on her body it wouldn't be hard for him to use Hiraishingiri (Flying Thunder God Slash)

Shadow clones will help him as well, they're good for distractions.

Tobirama with mid-high difficult without Edo.

Gonna go with the second hokage, he can match korra in her water manipulation and additonally has many aces up his sleeve like the teleportation and shadow clones, any one of which could give him an opening to make a fatal strike... whereas korra really only has the option of trying for a straight up fight.

Tobirama's elemental manipulation should scale to the first hokage to some extent,which makes his water manipulation atleast as good as korra to possibly considerably higher.

In hand to hand/weapons department,characters in narutoverse are more used to a up close fight,than characters in avatarverse,who comparatively rely on their elemental bending more.So tobirama not only has much better hand to hand and weapons training than korra he also has much more experience with it.

Then there are the extra abilities, like shadow clones,and the second's trump card,the flying thuder god techniques,which he can use both offensively and defensively to perform 'instant' dodges and 'instant' strikes.

Overall,tobirama takes this handily.
