I think you should put UK as the location of the battle. IIRC, Curtana is not useful outside of the UK.
 
It's not really combat applicable, or at least she doesn't use it in combat, she has been shown to be able to manipulate souls, when kaori died, she kept her soul from leaving, but besides that all she does with her soul manipulate is revive the dead.
 
Then I think it depends on how good her space-slicing whip is. If it's the regular, presumably 3-D slicing weapon she is in trouble. Curtana Original has 11-D slices, and weaker weapons of the same type are slowly damaged and eventually broken when they try to block it, as seen by what happened when Curtana Second was used against the Original.
 
It's regular space slicing, she has a whip which can extend up to 3km, the whip can cut through the surrounding space, also if i remember correctly tio's whip can repair itself, or at the very least she can repair it with reproduction magic which is limited time manipulation which reverts stuff back to a healthier state, tio can use it to heal herself as well, gives her low-mid regen.
 
Low-Mid regen is useful, but a smart fighter like Carissa is going to try cutting of the head at some point. However, I hadn't considered the time magic being used to repair the whip. Still, forcing the enemy to use their magic to keep their weapon operative is a slight advantage and helps tire them out faster.

The page says Tio has extrasensory perception and enhanced senses, could those be used to see/detect invisible stuff?
 
Tio has physical perception which allows to be able to sense anything around her, in addition she can see stuff like souls and what not, so i assume she can see/detect invisible stuff.

Tio does a range advantage here though, carissa's range goes to what 2km? Tio's is 3km with her whip, she can also attack from tens of kilometers away with her dragon breath.
 
Carissa's range is only that high by kicking or throwing dimensional debris that she's not going to be producing as she approaches the enemy, so it's even worse. However, the SBA say that the maximum distance separating the fighters is 4km. The range difference is thus not that big of an issue, and with their speed 4km is basically nothing. Carissa also has precog to help dodge ranged attacks.

Though I guess with speed equalized it all falls to Tio's strategy, if she stands ground and fights I think Carissa would win with some difficulty via better weapon, good combat skills and combat precog. If she plays keep away and backpedals while launching ranged attacks Carissa can't really do much to close distances.
 
I mean, if Tio has a preference for ranged combat she will win, Carissa doesn't have much options for range in either key.
