Tier Low 1-B? (Staff only)

It has been suggested that this is an unnecessary tier that barely applies to any characters, and that we should merge it to the regular tier 1-B.

What do the rest of you think about the issue, and if you agree, would anybody be willing to check which characters that would need to be adjusted, and perform the necessary changes?

Since when does the number of characters in a tier justify its existence? 11-C only has a single character, and 11-B only has two.

Removing Low 1-B because it only has a few characters is silly.
