I don't know. Azathoth and Matthew rejected tier High 1-A or 0 for I/O in a lengthy discussion.

They didn't reject it, they just wanted to leave it until later for when more info is set out. Their power is also not that simple, and they exist in contrast with eachother. When one is tier 0, the other is in base form, and when the other ascends the other descends. When one sleeps, the other awakes. Technically they will likely have a varies tier when the time comes
