Goku due to superior skill, Ultra Instinct and Teleportation will give Thor a LOT of trouble dealing with him.
Not to mention that all of his attacks are ki based, and Thir cannot absorb them like regular energy

Thor like, very easily. Goku doesn't have superior skill to base Thor, who's been doing what Goku has, but for thousands of years longer, let alone Rune King, who has Odin's level of intellect. Teleportation is nothing new, especially because Thor has it himself, and I like Goku, doesn't need to put his fingers on his head or focus on ki. Ultra Instinct is okay, but doesn't help too much. Thor can indeed absorb that energy, because there's nothing in a Kamehameha that differentiates it from several other things he's absorbed. And that's forgetting the massive array of hax that Thor even in base has. This is a borderline stomp in his favor.

RKT can solo Dragon Ball Super with just his base and Rune hax. Odin's bag of hax is not even needed.
