Well it actually means he has good reaction speeds specifically, not movement or combat speed. Which is still a bit better than none at all though.

Higher Reaction Speeds when compared to Combat Speeds is probably like knowing a bullet is coming towards you, but you're not physically fast enough to dodge it. In some cases this allows the character to buff up it's defenses or do some hax that allows him/her to dodge said bullets.
