Ragnarok has infinitely higher lifting strength so Bill would be in deep trouble if he's ever grasped by him. Bill's also drawing the short end on stamina so if this fight drags on, he'll eventually be on the losing end, not to mention that the heat and fire Ragnarok has access to supersedes that of all the stars in the cosmos, being the source of heat itself, so Bill would be toast if he gets hit by that.

That said, Bill has flight and far better maneuverability so at the very least the grapple by Ragnarok isn't likely to happen in the short term. He can also reflect energy so any fire blasts would be mitigated for the most part. He's also significantly more versatile than Ragnarok and significantly smarter too, so he'll be able to outsmart him in battle.
