2-C and 2-B are probably both Cresselia. Darkrai has his dark void, the Lake Trio have their emphatic manip, the Creation Trio and Arceus are obviously far stronger. Unless we count specific Pokemon, in which case Lucario (Pokemon 7) might take it?
