Just curious, why did people with the ability to create/control thunderstorms go from Large Town level to Small Town level?

Apparently two storms calcs were made and both wielded these values, but Darkanine is planning to calc Cole and Raiden storms, if they wields higher results.

But I thought we based the Large Town level justification on the fact that thunderstorms could create 10e+15 joules?
