I don't know how we're defining "strongest", exactly, but Cthulhu from Cthulhu Saves the World is a pretty strong candidate for High 5-A as far as the sheer potential of his hax. The dude directly resisted, overrode, and demonstrated Tier 2-Tier 1 Plot Manipulation at the point where he was still Dwarf Star level.
