He's pretty much the Guile Hero of comic books, or at the very least one of the most prominent examples. He might not be science-smart, but in terms of "cunning" forms of intelligence, he's really high up there.

I don't think we can conclusively deem any non-omniscient the smartest. Intelligence exists in a lot of different forms.
High Evolutionary, Brainiac, Doom, Reed, Washu, and Rick are all up there though.

If Alakazam isn't just considered Nigh-Omniscient(the average Alakazam IQ is 5000, they also know everything that has ever happened in the world and never forget anything that they've learned), then Mewtwo should be pretty high on the intelligence scale due to being the ultimate Psychic Pokémon of the Kanto region. If scaling intelligence doesn't work like that, then Mirage Mewtwo should still know what Alakazams know, and more.

GEoM is pretty smart. He organised the invasion of an entire galaxy in only 200 years as well as being able to manage that empire in practically all respects. He is an expert in virtually every human field and is able to invent devices like the astronomicon that can allow regular intelligence humans to traverse an infinite dimensional realm. I would at least say he has one of the most diverse intelligences. I'm sure there are more impressive examples though.

I don't have a profile for Bibibi-bi Bi-bibi finished yet, but he is capable of accurately predicting almost everything that will happen in a thousand years and can create technology that is considered to be a-thousand-years-in-the-future level advanced during year 3001.5.
