He can, but unlike Monokuma, if you kill him fast enough, he can't switch to another body. That's basically the aim of anyone fighting him before he gets Love Train. Of course he's probably gonna punch through a lot of Monokumas before that, but they're basically infinite, considering more of those copies are constantly being created.
