It is important for explaining why we do not rate him higher.
 
Outside of this wiki it is not uncommon to think that he should be tier 0.
 
No, we have to explain the reasons for his tier, so people don't want us to make him High 1-A as well.
 
Yes, but that is not technically a deterrent.

In any case, it is important to get information about why we rate The Presence as 1-A out there.
