He did beat someone around his level with it in the past, but he wasn't stronger, it could've been considered more like an "ultimate attack" by this time (a bit like Roshi's Super Kamehameha btw, without taking into account the moon one). But most importantly is what happened in Zelef's saga: It works well against weak opponents, but not against strong ones, it's almost the opposite as being hax, Fairy Law didn't do anything to the Spriggans and Zelef.


But overall I agree to give it to Makarov due to variety like said before

Fairy Law isn't hax. However, it's capable of 1 shotting beings comparable to the user, like when Makarov used it to 1 shot Jose

Thanks for your answer btw, like I thought Fairy Law is more like a very strong attack. More similar to a super Kamehameha than a Kikoho if I had to compare.
